COMMITTEE ACTION:
SF 270/SF 22 directs the Iowa Utilities Board (IUB) to adopt rules setting standard protocols to be used to measure stray voltage or current that may affect dairy cows, and requires a utility to arrange for testing and complete the testing in a timely manner after notification from a dairy producer. The utility or the dairy farmer has the right to ask the IUB to conduct separate, independent testing and issue a report on the test results that is available to both parties. The IUB cannot assess ultimate liability or damages. The proposal does not prevent dairy farmers from bringing suit, and does not address whether or when a district court action may be brought by a dairy farmer. [2/26: short form (Seng “no”)]
SF 271/SSB 1118 is a recommendation by the Alcoholic Beverages Division of the Department of Commerce. It makes non-substantive changes to pave the way for electronic delivery of services. For example, it allows electronic reporting of beer sales and wine gallons sold, and electronic remittance of beer taxes and wine gallonage taxes. It also makes minor technical changes to streamline and clarify current Code language and enhance readability. [2/26: short form]
