SJR 9 – ITTC RFP extension
SSB 1225 – Real estate licensing fees
COMMITTEE ACTION:
SJR 9/SSB 1210 is a joint resolution to extend the date for receiving responses to a request for proposals issued on February 6, 2013, for the sale or lease of the Iowa Communications Network. It extends the current deadline from April 30, 2013, to July 31, 2013. The resolution directs the Iowa Telecommunications and Technology Commission to adjust and extend all other established deadlines associated with the request for proposals in a manner consistent with the July 31 date. The resolution takes effect upon enactment and, if approved by the Governor on or after April 30, 2013, applies retroactively to that date. [3/5: short form]
SSB 1225 adjusts real estate broker and real estate salesperson licensing fees and allocations. Currently, $50 from each real estate broker and real estate salesperson-licensing fee must be deposited in the Iowa Real Estate Education Fund for grants to Iowa educational institutions to provide college credit real estate education programs and to hire and compensate a real estate education director and regulatory compliance personnel. The legislation reduces the allocation to $25, and directs that it be appropriated annually to the Professional Licensing and Regulation Bureau of the Banking Division of the Department of Commerce to be used to hire and compensate a real estate education director and regulatory compliance personnel. The Code section that created the Fund [543B.54] would be repealed, and any money remaining in the Fund on June 30, 2013, will not revert to the General Fund. Instead, it will be transferred to the Bureau to provide a grant to a non-profit foundation affiliated with a statewide association of real estate professionals to offer education programs, scholarships and other relevant projects to further the mission of the foundation. The original proposal was amended to include recommendations by the Department of Banking. [3/5: short form]
